CertPay: multi-week certified payroll without a construction payroll suite
On Davis-Bacon and similar public construction work, contractors submit a certified payroll every week — typically using Form WH-347 or an agency equivalent — listing each worker’s classification, daily hours, rates, fringe, deductions, and a signed statement of compliance. Miss a week or underpay the wage determination, and the agency (and workers) notice.
DOL offers a fillable WH-347: fine for a one-off week, painful for a season of weeks with the same crew. Full construction payroll products solve it inside a larger subscription. Small contractors who only occasionally hold public work often rebuild the same spreadsheet every Monday.
